One of the originators of the Yellow Devil Project, Gero is still creating Android 17 after he was destroyed. With the Ministry's technology and resources, he hopes to make Android 17 stronger then before. But while working with Project 17, he neglected one thing, a plan of attack. Without it, he is considered a weak link in the Ministry.
